遂宁联盟河观音文化公园整体设计通过时间、空间、文化等界限的突破，通过一种旅游线路的方式，把建筑和景观通过街、巷、院的概念合理地融入到公园场地之中。文化公园实现一种建筑与景观、文化与产业的无间融合。 观音文化公园以浑厚的观音文化为基础，以多彩的民俗民风为血肉，以独特秀美的自然景观为依托，以别出心裁的设计为表现。 观音文化公园不仅是心灵休憩的旅游路线，更是修身养性的文化长廊。
The design of Guanyin Cultural Park is to create a seamless integration of Architecture and Landscape; Culture and Industry. Through the use of streets, lanes and courtyards, Man and Nature blend into one and the boundaries between time, space and culture are thus eliminated.
